The Honorable Chintaman D. Deshmukh, Minister of Finance to India and Chairman of the Board of Governors to the Bank, presides over the Fifth Annual Board of Governors meetings. All 49 of the Bank's member countries are represented. The meeting is opened by the President of France, Vincent Auriol, who tells the delegates to "remain faithful" to the Bank's cause and that "human progress and world security can only be achieved in a sound and stable economy." During the meetings, delegates discuss the business of the International Monetary Fund (IMF) and the Bank, including principal policies and activities of the Bank and an agreement to postpone the third regular election of the Executive Directors. Delegates also consider a draft resolution concerning the representation of China.
