The Herstelbank, a development corporation owned jointly by the government of the Netherlands and private investors, was founded in 1945 to provide capital for the reconstruction and development of industry, transport and commerce. This loan will provide additional capital to the Herstelbank to help meet commitments arising out of its lending program. Disbursements from the loan account are related to the Herstelbank's financial needs as a whole rather than related to particular credit operations or specific imports made by the Herstelbank’s borrowers.
