The project is designed to help the Indonesian government establish a national urban development program to raise the living conditions of the urban poor.

Detail Description
The project will support the newly established National Urban Development Corporation that will begin to acquire and develop urban sites throughout the country for development. The Corporation's work will initially focus on Jakarta, Indonesia's largest city and the destination for many of the rural poor who migrate to urban centers seeking jobs and opportunity. Its initial undertaking, with support from this loan, will be to implement two programs in Jakarta: an infrastructure upgrade in about 1,980 hectares of densely populated, low-income neighborhoods and an upgrade to the development of about 130 hectares of underutilized land with minimum-standard infrastructure and core housing.
