Robert L. Garner becomes president of IFC

Garner had expressed interest in what would become the International Finance Corporation early in his years as World Bank Vice President. In 1952, he submitted a memorandum on the proposed new organization to President Black and later set up a committee to draft a charter for the organization. By the time the IFC is officially established in 1956, it is clear that Garner is the appropriate individual to lead the new institution.
